2022 BAGUIO TRAVEL REQUIREMENTS

Baguio has once again opened its door to tourists/travelers, but only to adults who are fully-vaccinated.  Children are also allowed to travel, so long as they are with a fully-vaccinated adult. Listed here are the Baguio Traveler Requirements for tourists, Baguio sample itinerary, and getting to Baguio.  For non-travelers, I also listed below the updated Baguio Travel Requirements for Residents, Baguio Workers, Non-Residents Government APORS, Non-Resident Private APORS, and Returning OFWS and Returning Overseas Filipinos.

BAGUIO TRAVEL REQUIREMENTS FOR TOURISTS


Baguio is now open to fully vaccinated tourists and no need for the RT-PCR test. Yes, currently, they are only accepting fully-vaccinated tourists, children/minors are allowed so long as they have adult companions who are fully vaccinated.  However, take note that visitors from ECQ, MECQ, Alerts Levels 4 and 5 areas, and not allowed to enter Baguio.

You are fully-vaccinated if:

1.If it’s 2 weeks of more since you’ve received the 2nd dose of a 2-dose series vaccine (e.g., Pfizer, AstraZeneca, Sinovac/Coronovac, Moderna, Sinopharm).

2.If it’s 2 weeks or more since you’ve received a single dose vaccine (e.g., Janssen, Sputnik V Light).

3.The vaccine administered on you must be included in the following:

  • Emergency Use Authorization (EUA) List of Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration, or
  • Emergency Use Listing of the World Health Organization.

 

Here are the vaccines authorized by FDA Philippines: Pfizer, Moderna, AstraZeneca, Sinovac, Sinopharm, Janssen, Sputnik V Light.

Baguio Travel Requirements for Fully-Vaccinated Tourists/Travelers (Adults)


  1. APPROVED QR CODED TOURIST (QTP).Register at visita.baguio.gov.ph using your valid ID. Then schedule a visit at least 1 day before your intended travel date.  However, I highly recommend you register a few days before you travel to avoid delays and to make sure you’ll secure a Baguio travel slot, since only 3,000 tourists per day are allowed in Baguio. Also, travel to Baguio only once your QTP is approved.  No QTP, no entry.
  2. VALID GOVERNMENT-ISSUED ID. Present your valid government-issued ID such as passport, driver’s license, etc. You also need this when you sign up an account for the QTP.
  3. VACCINATION CERTIFICATE. You need to upload a copy of your vaccination certificate and present your vaccination certificate upon entry to Baguio.
  4. CONFIRMED HOTEL BOOKING. The QR Coded Tourist (QTP) will only be approved after verification of your hotel booking. Meaning, they will get in touch with your booked hotel first. Once your booking is verified by the hotel, then the QTP will be issued. Remember to stay only in LGU-registered accommodations. Please refer to the list of Baguio Hotels below and RESERVE HOTEL HERE.
  5. NEGATIVE RT-PCR TEST or ANTIGEN RESULT (FROM AREAS UNDER ALERT 3) .  RT-PCR Test must be taken within 72 hours prior to arrival in Baguio or or rapid antigen test must be taken within 24 hours prior to entry in Baguio. This is required for tourists coming from areas under Alert Level 3. So, since Metro Manila is currently under Alert Level 2, including 7 other provinces – Bulacan, Cavite, Rizal, Batanes, Biliran, Southern Leyte and Basilan, then, NO NEED for negative RT-PCR Test or negative antigen test result. You can enter Baguio as long as you are fully vaccinated and you submit the other Baguio travel requirements mentioned above.  
  6. TRIAGE UPON ARRIVAL. All visitors must proceed to the triage for health screening and verification of QTP and health documents.

Baguio Travel Requirements for Children/Minor Travelers

 Children/Minors are allowed to travel to Baguio whether they are vaccinated or unvaccinated, so long they are traveling with a fully-vaccinated adult.

  1. NEGATIVE RT-PCR TEST or ANTIGEN RESULT.  12 to 17 years old children must present a negative Antigen or RT-PCR Test Result from a DOH-accredited lab. It must be taken within 72 hours prior to entry to Baguio or during health screening at the Triage. Yes, there’s an available antigen test upon arrival in Baguio, at the expense of tourist. So, if you don’t want to go through the hassle of booking an RT-PCR Test or antigen test for your kids, they can undergo antigen test at the Triage in Baguio.
  2. OPTIONAL NEGATIVE RT-PCR TEST or ANTIGEN RESULT. Children aged 11 years old are NOT REQUIRED to undergo an Antigen or RT-PCR Test. They shall only be tested at the option of their accompanying parents or adult travel companions. But of course, for your child’s health and safety, it is still best to have them tested before traveling.

 

Recently, the Department of Tourism (DOT) has partnered with Philippine Children’s Medical Center to subsidize the RT-PCR Test cost for tourists.  It is open to Filipinos and foreigners residing in the Philippines. However, slots are limited.  You must also provide copy of 2 valid government-issued IDs, roundtrip tickets (airline, ferry or bus).

IMPORTANT:

  • Currently, only 4,000 tourists will be allowed in Baguio, following an ETA reservation system for yellow and purple QTPs . So, best to register a few days before you travel.
  • Yellow QTPs = for tourists staying with friends or relatives, or not staying overnight.
  • Purple QTPs = for tourists staying in accommodation without standalone triage.
  • Blue QTPs = for tourists staying in accommodation with own triage.
  • additional approval for blue QTPs up to 70% guest capacity of accommodation with own triage.
  • Wait for your QTP to be approved first before you travel to Baguio. No QT, no entry.
  • Upon arrival in Baguio, all tourists must proceed to the Triage for verification of QTP and required documents and for health screening. Symptomatic travelers, regardless of vaccination status or test result will immediately be tested and isolated and referred to health officials. So, please make sure you don’t have cough, cold, fever, etc. when you visit Baguio for you and for other’s safety.
  • Please follow minimum health protocols, wear mask and observe social distancing at all times.
  • Follow Baguio’s existing laws: no smoking, no littering, vehicle number coding within CBD, and others.
  • Curfew is 12:00 Midnight to 4:00 AM.

HOW TO GET TO BAGUIO


 Because of the pandemic, the bus schedule from Manila to Baguio is currently limited.

Genesis Bus has daily departure from Manila to Baguio at their Cubao Terminal.  Earliest departure is 9:00 AM and last departure is 3:00 PM. Travel time from Manila to Baguio is approximately 6 hours. You can book in advance through the link below to secure a seat.

Meanwhile, Joy Bus Executive Coach by Genesis Bus also has daily departures from Manila to Baguio. You can enjoy reclining seats, food and drinks, Wi-Fi, TV, charger and blanket on board. Their first trip is at 7:00 AM, and last trip is 11:00 AM. It’s a direct bus that takes around 6 hours. You can also reserve a seat in advance by booking through the link below.

Victory Liner also has daily buses departing from their Cubao Terminal to Baguio City, regular fare is ₱576 ($12) and First-Class Fare is ₱800 ($16). If coming from Olongapo, bus fare is ₱581 ($12). For their online booking, it’s only available 3 months in advance. Another option is to go to Victory Liner Cubao Terminal and book a ticket there. Best to do this a few days in advance to secure a seat, because Baguio buses are usually fully booked especially on weekends and holidays.

BAGUIO BY TAXI TOUR

Taxi drivers in Baguio are generally honest, they would use the meter and give you the exact exchange. That’s why I always ride the taxi whenever I am in Baguio. But take note that due to the cold weather, cabs in Baguio don’t use aircon. The current flag down rate is roughly ₱35 ($0.70) for the first 500 meters, with ₱2  ($0.040) per 100 meter increments thereafter.

Touring Baguio by taxi is preferred by many tourists, rate depends on how many hours you plan to tour Baguio.  Usual rate pre-pandemic is ₱200 ($4) – ₱250 ($5) per hour, good for 4 persons. Make sure you agree on the price with the driver first before starting the tour.

 There are also jeeps plying around Baguio that can take you to some Baguio tourist spots. This is good if you want to do a DIY Baguio Travel, but make sure you know the Baguio jeepney routes (which is quite confusing) to avoid getting lost. If you are a large group, say group of 10 or more, you can also hire a jeepney to take you around Baguio. The typical rate is around ₱1,000 ($20), good for 10 persons. Again, talk to the driver first and agree on the price.

BAGUIO TRAVEL REQUIREMENTS FOR RETURNING OFWS AND RETURNING OVERSEAS FILIPINOS (ROF)


 If you are an Overseas Filipinos Workers or Returning Overseas Filipinos, this Baguio travel requirements is for you:

  1. QR CODE. Must present a QR Coded Health Declaration Form, which you can get by signing up at hdf.baguio.gov.ph and submitting the Health Declaration Form.
  2. VALID PHILIPPINE PASSPORT, TRAVEL DOCUMENT issued by Philippine Missions, or ACR I-Card issued by the Bureau of Immigration, whichever is applicable.
  3. VALID ID. Valid government-issued ID, or certificate issued by their Barangay as proof of residence.
  4. CERTIFICATE OF QUARANTINE COMPLETION. Must be issued by the Bureau of Quarantine, if applicable.
  5. NEGATIVE RT-PCR TEST RESULT. Most recent RT-PCR Test result conducted upon arrival in the Philippines, if applicable.
  6. For OFWS, the following documents must also be presented:

  1. QR CODE. Sign up and submit the Health Declaration Form at hdf.baguio.gov.ph. Wait for the QR Code to be approved.
  2. VACCINATION QR PASPORT OR VACCINATION CERTIFICATE.
  3. VALID ID. Valid government-issued ID, or certificate issued by their Barangay as proof of residence.

 

Baguio Travel Requirements for UNVACCINATED or PARTIALLY Vaccinated Residents

  1. QR Code. Must be issued through a duly registered Health Declaration Form at hdf.baguio.gov.ph
  2. VALID ID. Valid government-issued ID, or certificate issued by their Barangay as proof of residence.
  3. NEGATIVE RT-PCR TEST OR ANTIGEN TEST RESULT. Must be taken within the last 30 days prior to travel, however, government sector workers who are returning from work related travels are exempted.
